Climate Summit was hosted in September 2023 in Nairobi, Kenya, there was a conscious effort to introduce a new narrative regarding Africa\u2019s pressing climate change and broader environmental challenges. The narrative of crisis was well established and, as will be argued in this article, continues to be legitimate and pressing; but there was a new focus in the messaging, one that focused on investment opportunities, green growth, and the promise of a young, dynamic and innovative population looking to build win-win partnerships. There are, indeed, growing opportunities on the African continent, a region with rich natural resources, a growing, dynamic population, and increasing economic dynamism.<\/p>\n<p style=\"text-align: justify;\">There can be no denying that Africa\u2019s challenges are daunting. The continent is highly vulnerable to climate change, with underdeveloped infrastructure, often weak state capacity, and high reliance on climate-vulnerable economic sectors such as agriculture. Energy access remains a challenge, with over 600 million Africans lacking access to electricity. Put another way, three-quarters of the people globally without access to electricity live in Africa. This lack of access to electricity not only stunts economic development but also has direct health and ecological impacts, as reliance on charcoal and wood fuel for cooking and heating results in respiratory illnesses and other health problems, while also contributing to deforestation. The agricultural sector is threatened by desertification and land degradation, with low levels of agricultural productivity and limited value addition of agricultural products. Infrastructure backlogs hamper growth and rapid urbanisation generates social, environmental, and economic challenges. These challenges, however, also underscore the potential for innovation and partnership.<\/p>\n<p>&nbsp;<\/p>\n<h4 style=\"text-align: justify;\"><strong>Critical minerals and clean technology value chains<\/strong><\/h4>\n<p style=\"text-align: justify;\">Africa accounts for about a third of global mineral reserves, including a significant share of minerals such as cobalt, lithium, graphite, and copper that are central to clean technologies such as solar panels and batteries. Africa\u2019s reserves of these critical minerals have sparked a renewed interest in the continent\u2019s mining sector and heightened expectations by African states that mineral wealth can be translated into concrete development outcomes. Currently, however, the vast majority of Africa\u2019s minerals are exported as unprocessed or minimally processed ores, with value addition taking place elsewhere, primarily in China, which dominates clean technology supply chains. African leaders have long been clear that this \u201cpit-to-port\u201d model is not acceptable. Local value addition and mineral-led industrialisation are key priorities of the African Mining Vision, adopted in 2009, yet progress on this issue has been limited for a variety of reasons, including a lack of sufficient and reliable electricity for energy-intensive processing. The growing demand and geostrategic competition for critical mineral resources, however, provide Africa with a historic opportunity to leverage its mineral resources for greater investment (Neema &amp; Van Staden, 2024). Indeed, countries like Namibia, the Democratic Republic of the Congo, Tanzania, and others are increasingly using a range of policy levers to promote investment in the local processing of minerals. Barriers to investment remain, but there is now greater interest than ever before in partnerships around minerals extraction and processing that deliver mutual benefit for host countries and investors. There is a need to assess opportunities across clean technology value chains, recognising the potential of African markets, and also helping to contribute to technology and skills needs to best take advantage of these opportunities. Mobility is an area with high potential for growth in the context of a burgeoning population and growing cities. This includes cooperation on clean technologies that are locally appropriate, including two- and three-wheeler transport that plays a key role in African mobility.<\/p>\n<p>&nbsp;<\/p>\n<h4 style=\"text-align: justify;\"><strong>Resilient ecosystems for resilient societies<\/strong><\/h4>\n<p style=\"text-align: justify;\">Communities and economies derive a range of benefits from healthy ecosystems, including provisioning services (products such as fish, fuel, and fibre), regulating services (such as climate regulation, protection against natural hazards, and water purification), supporting services (for example, soil formation and nutrient cycling essential for agriculture) and cultural services (such as recreational or spiritual benefits). Africa has a diverse range of ecosystems, including savannahs, woodlands, coastal ecosystems, grasslands, and tropical rainforests. As in other places around the world, these ecosystems face a range of pressures from human activities, including pollution, overharvesting of resources, habitat degradation, and climate change. While methodologies for the economic assessment of ecosystem services have advanced, a central challenge has been the alignment of economic incentives (Archer et al. 2021). Researchers can show, for example, that a forested area or mangrove ecosystem is worth far more when preserved than if it were to be cut down for timber, given the role that forests play in flood control, biodiversity habitat, non-timber forest products, and other ecosystem services, yet the harvesting and sale of timber provide direct cash income in a way that most ecosystem services do not.<\/p>\n<p style=\"text-align: justify;\">Fortunately, payment-for-ecosystem services are increasingly emerging as a model to realign incentives and support ecosystem preservation and restoration. A growing, yet controversial example of such payment-for-ecosystem service approaches lies in carbon markets, through which countries can derive direct economic benefits for preserving and restoring ecosystems that store carbon. While the potential value of Africa\u2019s carbon credit market runs into the billions of dollars, early implementation has been associated with challenges and abuses, including misreporting, displacement of vulnerable communities, and the denial of community access to forests and other ecosystems from which they have traditionally derived important resources (Sack, 2025). These challenges underscore the need for effective governance mechanisms at international and national levels to support responsible carbon markets, an area that is receiving increasing attention from organisations such as the Integrity Council for the Voluntary Carbon Market.<\/p>\n<p style=\"text-align: justify;\">While carbon markets are focused on mitigation climate change through carbon sequestration, ecosystem preservation, and restoration can also provide support for enhancing resilience to climate impacts. This is particularly important for Africa, where adaptive capacity is low. Such ecosystem-based adaptation efforts are often associated with significant co-benefits, which may include economic, biodiversity, and climate mitigation outcomes. Such approaches are providing significant benefits throughout the continent, with examples such as watershed restoration in Ethiopia to improve water quality and supply, mangrove restoration in Mozambique to protect coastal communities from storm surge, and the restoration of Kenya\u2019s forests to stabilise land, protect biodiversity and provide resources for communities.<\/p>\n<p>&nbsp;<\/p>\n<h4 style=\"text-align: justify;\"><strong>From net food importer to agricultural powerhouse?<\/strong><\/h4>\n<p style=\"text-align: justify;\">African agriculture has enormous potential, but currently, the continent is a net food importer. As in the mining sector, the value addition of agricultural commodities remains low and agriculture value chains are characterised by low productivity, infrastructure deficits, and other challenges resulting in waste and low efficiency. Furthermore, about two-thirds of Africa\u2019s productive land is degraded, having lost productive capacity through overgrazing, deforestation, poor agricultural practices, and other drivers. Nevertheless, progress is being made, creating opportunities for local and international partners. For example, Kenya has emerged as the world\u2019s fourth largest exporter of cut flowers, and is a regional leader in agri-tech solutions, while Nigeria has dramatically increased rice production over the past decade, reducing the need for imports, and Ethiopia has grown its wheat production and developed an export market for teff, an indigenous grain for which yields have increased by 50 percent in recent years through targeted support to local farmers.<\/p>\n<p style=\"text-align: justify;\">Last year African leaders agreed to a new ten-year plan for the Comprehensive Africa Agriculture Development Programme (CAADP), known as the Kampala CAADP Strategy and Action Plan, which provides a framework for agriculture development and partnerships.\u00a0 The potential for expanding agricultural production, developing agro-industry, boosting domestic food security, and growing agricultural commodity exports are clearly significant, yet once again sustainability and social responsibility is critical. External investments that disregard traditional community use of land have raised concerns about \u201cland grabbing\u201d, while ecological implications of expanded and intensified agricultural production have also drawn attention (Tulone et al. 2022). Programmes such as Regreening Africa, however, have developed approaches and tools to boost agriculture while at the same time contributing to restoring ecosystems. Increasingly, technology is supporting positive outcomes in the agricultural sector. The Africa Risk Capacity, for example, uses satellite data and a variety of other tools to help African countries to strengthen disaster risk management strategies and access finance to protect food security.<\/p>\n<p>&nbsp;<\/p>\n<h4 style=\"text-align: justify;\"><strong>Sustainable cities and resilient infrastructure<\/strong><\/h4>\n<p style=\"text-align: justify;\">Africa has been rapidly urbanising in recent years, with these trends set to accelerate in the future. Cities are growing rapidly, creating economic opportunities for investors and citizens, but at the same time generating challenges related to transport, waste management, pollution, and other areas. Cities consume significant resources, including water, and are also exposed to natural disasters resulting from climate change; enhancing urban resilience is therefore a key dimension of Africa\u2019s climate response. About 80 percent of Africa\u2019s demographic growth in coming decades will be absorbed by cities. It is estimated that by 2050, Africa will have the second-largest urban population after Asia, with 1.4 billion Africans living in cities (OECD, 2025). As cities expand, ensuring effective service delivery and creating sufficient economic opportunities become increasingly important. Ensuring that this urban growth is sustainable across social, environmental, and economic dimensions is a central challenge for Africa.<\/p>\n<p style=\"text-align: justify;\">While African governments have been increasingly investing in infrastructure, a significant deficit remains. Transport and other infrastructure need to be expanded, modernized, and made more resilient to climate change impacts. It is estimated that deficient infrastructure leads to 2 percent in reduced economic output in Africa, with a financing gap of $60-100 billion annually (Husain, 2025). Improving Africa\u2019s infrastructure is central to boosting the continent\u2019s development and unlocking broader investments in primary and secondary industries. The Republic of Korea is globally competitive in a range of industries and sectors that are central to Africa\u2019s development, including advanced manufacturing and technology industries. Technologies applications have enormous potential to assist in supporting sustainable and climate-resilient growth in Africa; this is an area where partnership will be particularly important. Korea can also draw on its journey in developing highly efficient and productive agriculture, as well as advanced infrastructure and urban development, to partner with Africa in resolving its sustainability and development challenges. This current moment marks the halfway mark between the summit and the follow-up Foreign Ministers\u2019 Meeting, which will take place in mid-2026.<\/p>\n<p style=\"text-align: justify;\">Advancing the ambitions of the Korea-Africa Summit Joint Declaration will require concrete partnerships and investments. Financing remains a key constraint to energy, infrastructure, and other investments in Africa, and cooperation on innovative financing mechanisms to ensure that finance flows are increased and better targeted is a priority issue for the continent. Addressing Africa\u2019s climate change and energy transition challenges does indeed offer many opportunities for investment and partnership, yet across all the various domains outlined in this article, there are also risks associated with such partnership. Crucially, emphasis must be placed on the social and environmental impacts of such partnerships, recognising that pursuing worthy objectives, such as expanding agricultural production or enhancing energy generation capacity, can also have negative impacts if not planned and implemented in a consultative manner that is sensitive to social, economic and environmental dynamics. In September this year, the second African Climate Summit will be hosted in Addis Ababa, Ethiopia.
